The hops used in the tunnel (the other I2P nodes, not their quantity) are also determined by the software. Don't forget that one can have multiple inbound and outbound tunnels, and the packets can (at least theoretically) be spread across all of them, to combine throughput and speed of multiple tunnels.
I'm not sure whether they do that in practice or not. That probably depends on the implementation.
